P2, P3, P4 }` with doc comments matching this article almost word-for-word — "P1:
System Administrator — full workspace access," "P2: Package Manager — specific

pairing," "P4: Interface — read-only API surface only." A sibling module,
`crates/orchestration-command/src/personnel.rs`, derives these tiers from
`pairings.yaml` contributor entries and backs a real `GET /v1/personnel/:user`
endpoint — closely matching the article's own description of a
`GET /personnel/<unix-user>` endpoint. **This article actually undersells the real
state**: its own §"Relationship to app-orchestration-command" calls the aggregator
"planned," when the tier system it implements is already built. One real, narrower
discrepancy remains, not corrected in this pass: the article's "personnel record...

record with those four fields; the actual `PersonnelEntry`/`ContributorEntry` structs
carry only `unix_user`, `tier`, and `pairing_set` — no explicit SSH-key or role field
in that specific struct (SSH keys are managed separately via the workspace `identity/`
store). Apologies for the earlier false-negative finding on the tier system itself.

In [[totebox-orchestration|Totebox Orchestration]], contributor identity and permissions are expressed through cryptographic pairings — not through roles stored in a database or checked at request time. The permission model is [[pairing-as-permission|PairingAsPermission]]: a contributor can reach a resource only if their [[console-os|`os-console`]] instance is paired with the orchestration node that manages that resource. The four permission tiers (P1 through P4) describe what a contributor's pairing set looks like; enforcement is always through the pairing topology.
