Nightly DataGraph rebuild

- Track-B documentation wave: substrate category — 32 REWRITE across R0/R1/R2/R8/R10 redactions, Test-1 factual contradictions, DP6 narration removal, and EN/ES parity restoration (largest single-category batch)
- docs(documentation): fix 4 genuinely inconsistent wikilink display-text pairs and 22 title/short_description quality issues, leave legitimate contextual variants and already-good titles alone
- docs(documentation): fix 147 broken wikilinks -- console-os/os-totebox word-order typos (71 occurrences), path-style syntax errors, stray topic- prefixes, PPN/os-console/service-fs/GIS alias-consolidation retargets (57 occurrences), plus 14 links converted to plain text or proper category links where no wikilink target applies (2 flagged as genuine content gaps: app-mediakit-shell has no article; mount is TOML syntax, not a slug)
- editorial(substrate): fix nightly-datagraph-rebuild's unhedged human-approval claim (Track-B) — confirmed against write_governance.rs's own doc comment: the capture-then-promote checkpoint ships behind SERVICE_CONTENT_WRITE_GOVERNANCE_ENABLED, default unset/off, so automated extraction writes land with no per-item review unless an operator explicitly turns the flag on; this article previously claimed the checkpoint unconditionally, contradicting the real default; same real gap already escalated to Command via services/service-slm-graph-store-migration.md (msg command-20260822-real-compliance-relevant-discrepancy-nig) — not a new escalation, cross-referenced instead; register-clean EN+ES
- fix(index-group): backfill index_group across 11 categories migrated to Index Topic (330 files)
- fix(compliance): correct SYS-ADR-07/Ring-3 imprecision across 4 articles (EN+ES) — 'no runtime call reaches Ring 3' overstated the real rule; corrected to 'Ring 3 never writes, always via proposal + human approval + Ring 2 write path' per architecture/three-ring-architecture.md's own fuller definition. nightly-datagraph-rebuild.md's 'no AI inference/not model-generated' claims were flatly wrong (verified against service-extraction's real code and service-content's Doorman call) — corrected to describe AI-assisted extraction gated by human approval. service-slm-graph-store-migration.md's stale automated-write description corrected with the 2026-07-18 human-approval-gate fix, plus an unrelated short_description/body metadata mismatch (false LadybugDB-to-SQLite migration claim) fixed. Operator-confirmed resolution after joint investigation — not a real compliance breach, just documentation that predated the approval-gate fix.
- fix(frontmatter): short_description band-fit to house style (120-180 chars) — substrate/
- editorial(substrate): enrich nightly-datagraph-rebuild — pipeline stages, Key Takeaways, ADR-07 rationale (EN+ES) — Phase 6
- feat(media-knowledge-documentation): add content_type field to all TOPIC + GUIDE files
- enrich wikilinks: documentation substrate body (EN+ES) batch 4 of 4
- content(titles): sentence-case normalisation — 143 EN+ES title fixes
- docs(content-wiki-documentation): D-items sprint — short_description added to all 162 EN+ES wiki articles
- refactor(substrate): remove personal name from article filename and body text
