- docs(index): add curated 'Where to start' layer to ai, background, reference, security, patterns (iceberg batch 1/4)

- editorial(reference): sync _index.md wiki-structure blurb to fifteen areas (Track-B) — matches the count fix in wiki-structure.md itself; EN+ES
- fix(index-topics): apply protocol-index-topic.yaml's scope_note (replaces what_this_is_not) across all 3 Index Topics per the ratified DESIGN-TOKEN-CHANGE — removes the H2 heading and roadmap/backlog language, shortens 71-89 words to 18-27; also removed reference/_index.md's Correction note (leaked internal frontmatter field names and 'MOC page' jargon, zero reader value, per register-documentation.yaml's new Provenance Notes rule). EN+ES, verified live via curl.
- fix(reference): Glossary/Reference Index Topic wasn't actually rendering — same wikilink-syntax bug as self-hosting (plain Markdown links in AUTO-GENERATED membership blocks instead of [[wikilinks]]), silently falling back to the flat category list since it shipped in commit 40b0c4a. Found via Opus's design review, verified directly, fixed both EN/ES (24 links each), confirmed live via curl. Scanned all other _index.md files — no other instances of this bug found.
- feat(track-b): sample Glossary and Reference Index Topic — supersedes stale legacy MOC page (had only 10 of 23 real articles), 3 thematic groups (platform orientation, general computing concepts, editorial and publishing standards) covering all 23, Start Here on glossary-documentation, EN+ES, index_group tags on all 23 articles, 0 lint errors
- chore(taxonomy): retire research/ category; relocate preprint-notice-convention to reference/ (Command-ratified)
- Phase C D2: cross-repo move — 11 articles to media-knowledge-projects (site-selection 2, gis 1, rollout 1, building-design 7); retired 2 duplicate stubs (location-intelligence-archetypes, open-bim-regulatory-acceptance — projects already canonical); 2 genuine editorial holds NOT moved (co-location-methodology is a homonym — different subject entirely; regional-market-definition has real data drift vs projects' framework articles, needs reconciliation); cross-repo redirects + wikilink fixes
