## Implementation architecture

The pooled-compute layer described above is built from three cooperating services plus a
shared VM image. Each VM instance boots from a curated disk image carrying an append-only
capability ledger, the small-language-model [[doorman-protocol|inference gateway]], and
SSH for operator access; the image's executable manifest is verified at boot, and unsigned
binaries are denied execution.

A [[service-vm-fleet|fleet controller]] is the central coordinator: it registers new VMs,
returns advisory placement, and lists current VM state. Its placement logic is advisory
only — the controller holds no scheduling authority over the hypervisor itself. A per-node
agent runs on every physical host, reporting current memory availability to the fleet
controller at each heartbeat interval.

The [[service-vm-tenant|tenant proxy]] is the only endpoint exposed to customers. It
validates a bearer token, checks quota (maximum VMs per tenant, enforced with a
concurrency-safe per-tenant lock) before forwarding create requests to the fleet
controller, and writes an audit entry to the capability ledger for each create attempt,
approval, denial, and destroy — treated as advisory if the ledger is unavailable. Shared
wire types used by all three services are defined in a dedicated `no_std`-compatible
crate: a VM record (with an optional tenant identifier), a customer create-request
payload, and a per-node heartbeat payload.
