- editorial(governance): fact-check doctrine-invention-7-rekor-anchoring against real fs-anchor-emitter source (Track-B) — confirmed accurate: FS_MODULE_ID/FS_SIGNING_KEY/REKOR_URL env vars, default 2025 shard URL, hashedRekordRequestV002 wire format, exit codes 2/3/4, anchor-rekor-<ts> payload_id all match src/main.rs exactly; only defect was a pre-existing duplicate body H1 (content-contract §5.2 violation) on both EN+ES, fixed
